I. - Introduction:
The computer, Internet, website and blog have opened considerably pitch for freedom of speech and press for all. Journalists have not lost even one minute to use these formidable instruments that offer them, especially immediacy, independence and internationalism. Among the many possibilities for having held and in this transcendent scene of information has emerged-and has become widespread as the practice -
"Individual Award chain to the website and blog" that gives the possibility to every human being connected to the network to create its own reward and encourage anyone who wishes to stimulate and encourage what they want regardless of the relationship of influence, centres of power, vested interests and jurors.
So after having known this possibility and have received a hitherto unknown to me, the Academic Venezuelan Felix J. Tapia, an award of its kind to me filled with joy, the Award on April 11, For the value in the struggle for freedom, created in Venezuela by journalist and blogger Alexis Marrero, I have decided to create my own prize. It's called the journalist premier blogger "Black Spring" for press freedom and freedom of the Cuban journalists. For the purposes of this Award will be considered "journalist blogger anyone universal citizen who has a blog, write regularly for proper and decent manner and take into account the report as an act of public service work."

II .- Background:
During the early morning of March 18, 2003, in a joint operation of Police and dark Cuban Policy and the National Police, were arrested 75 dissidents, some personal friends, all brothers-fight, subjected to summary trials before the tribunals as illegitimate all of tyranny and sentenced to harsh sentences ranging from 3 to 27 years in prison. As a culmination of both black pollen, in April the same year were shot three young blacks for the crime of wanting to escape to freedom in a hijacked boat without causing physical or psychological harm to anyone nor a pistolita water. The tyranny had to ennegrecer the red carnations of freedom which appeared throughout the island mainly with national and international success of the Varela Project and the recognition of its sponsor, the dissident Oswaldo Paya Sardinas. These facts are known in my country and around the world, as the Black Spring Cubana, which occurred in work, grace and disgrace of communism and totalitarian perfectly single-party state that oppresses Cubans since the first of January 1959, the day when actually begins the long series of springs black in Cuba, a place where natural springs are always yellow, green and blue.
Of these 75 Democrats Cubans convicted and imprisoned-also known nationally and internationally as the Group of 75, 26 were journalists and the majority is still in degrading and inhuman conditions in jails Castro-Stalinist only for having offered freely, with media precarious, such as a phone or a pen, a version of the Cuban reality different or opposed to the official, and in many cases, having informed on matters that the government took pains to hide, which was enough for those accused of "Traitors", "vendepatrias", "worms", "mercenaries", "agents of the enemy" and "agents in the service of a foreign power", the United States, of course, pretexts, insults and euphemisms that always about who only have the ambition to justify their power, arguing their crimes and encaramados remain on the throne usurped by force against the sovereign will of the nation, and who often convince the uninformed, naive and evil. Today, this award is to fight for the freedom of those brave patriots and encourage the best bastions of press freedom in the world. Tomorrow, when the beautiful name of Cuba can add the adjective "Free", the Black Spring Journalism Award will be basically to fight for the freedom of every journalist in any country where bullied or threatened their freedom or their lives, and certainly to continue fighting for press freedom, a cornerstone of some of the greatest achievements of our Western society: democracy, freedom and respect for Human Rights.

III.-Basa:
There are two categories of this Award:

Required to-Awards, which will be 4 and that every blogger a journalist should do if it decides to grant its awards using the name and the basis of this Award, and

b-Awards optional: "I added to the Prize Black Spring" my following Awards:… ", which are those who, as its name implies, or can not grant each award-winning journalist blogger, thus add-on would-him more active involvement in the Spring Black Prize by becoming, in turn, creator of prizes to encourage the greatest possible number of fighters for press freedom, journalists free Cubans and their supporters worldwide. Awards should add preferably bloggers journalists or any entity that has blog, except as set out these rules, May 3, World Day of Press Freedom.

IV.-rule to fulfil who decided to grant the award:

1) Give the four Mandatory Awards and, whenever possible, inform their winners, as well as exposing him in his personal blog.

2) If you have received it before, thank or reject the prize via email to whom it has been granted.

7) The Cubans imprisoned journalists the length and breadth of Cuba and all those who struggle from across the island are exempt from the requirement of having blog to be awarded since the blockade imposed by the Cuban government to Cuban citizens so that they can not access Internet and their universal rights as free citizens, and especially to independent journalists or free, the only real and effective blockade that has suffered the Cuban people: the blockade to free information and freedom.

8) This prize can not be granted to any journalist who writes blogger hiding and protecting with nicknames or whose identity is not clear or can not be defined by the receiver.

9) Any journalist blogger can accept as many as Black Spring Awards will be given by different people, but from first to receive is only obliged to reward a journalist Cuban prisoner or a Cuban journalist who reported from Cuba and set the foundations for the Award on your blog. When Cuba is free only to be rewarded to a Cuban journalist stationed in the struggle for press freedom residing in Cuba and another residing abroad.

10) The Creator Award Black Spring-the signatory of these bases-awarded their prizes in person each on May 2 and it will announce by its means each May 3, World Day of Press Freedom, established by Unesco because coincides with this institution in which "free and independent media are a vehicle for sharing information in order to facilitate good governance, generate opportunities for access to essential services, promote accountability, fight corruption and strengthen the relationship between elected and accountable informed citizenry, critical and participatory "and thinks that any journalist has the duty and right to make its contribution in this regard. The rest of the year will have to qualify to what these bases to provide all possible grantor.
